"Test Users" cannot test the Rift S app - "the app from unknown sources"

We tried to test the Rift S application directly through the UE, created "test users",

It says "Test Users" cannot test the Rift S app -  "the app from unknown sources".

We allow to run apps that not been reviewed by Oculus Team.

LogOnlineIdentity: Error: Oculus: Failed the entitlement check: App running from non-trusted source (1971005) 

It looks like it doesn't identify the user as a developer.
