32-bit OpenXR stopped working

Latest updates have broken OpenXR for 32-bit applications in Link. Tested and verified with Richard Burns Rally (Rallisimfans version) and HelloXR.

It works when running using SteamVR and also with VirtualDesktop. 

Link works with 64-bit OpenXR applications, only 32-bit that is broken.
