Adding a signature

I have been looking for a way to add a signature, I see some users have them, can someone tell me how to get a signature set up? I have looked through the profile and settings and it says I don't have permission for a signature.

    It's possible that's a side effect of a new anti spam system we just started recently. New users can't post links until they go up one forum rank. It might also be limiting signatures for new users. I'll check with the higher ups.
