Unable to login into Instagram account due 2FA and not connected with Authenticator

I am currently locked out of my Meta account (Instagram) because two-step verification (2FA) is enabled.

• Meta is asking me for an OTP/code sent to a phone number that I have access and it is verified and it takes me back to my page which shows Check your notification on another device, but Id is not logged into another device.
• I have not connected with any Authenticators. 
• I do not have my recovery/backup codes.
• I am not currently logged in to my Meta account on any device and unable to do it due to Check your notification on another device, but Id is not logged into another device.
• I used all my recovery options available, selfie verification, friends have also verified then it takes me to page for password change and again its take me to check the notificiation on another device, it is a loop going on
• I therefore appear to be stuck in a recovery loop because I cannot log in, but Meta's recovery process requires me to already be logged in.
• When I try to contact Meta Support, it asks me to either log in to my account or provide an order number, and I may not have the order number available either.
• Meta is asking to approve the login, but my handle is not logged in on any other devices.
• Meta has asked to approve requests from my friends and my friends have approved it.
• Meta has asked for selfie verification and it is verified, then it goes back to password change page, when I change the password again it takes me back to authentication from another device, which is not possible
