I want to rejoin PTC

In June, I accidentally left PTC and I want to rejoin. However, it has been two months and every time I check the Horizon app, it shows that PTC is full.Has anyone joined PTC during this period?

Increase the quota or add a queue. I have checked repeatedly in the past two months and it is always full.

Maybe try joining PTC via the Meta Quest Link app (under the Beta tab) on your PC rather than using the MetaHorizon+ app. In the Meta Quest Link app it is a simple on/off toggle.
