How do I find "Add Desktop Panel"

I'm trying to pin a browser window from my desktop that has my Twitch chat. I'm following the guide below. I've got the Link application installed, but don't know this step of "Next, you will add a desktop panel to the Oculus Air Link, and then you can select the Twitch chat window.".

    Hi rinja_aggie​  - you need to launch Air Link - this will connect your Quest to your PC, effectively making it an old style Rift.  

    You'll enter a large "void space" in the headset - (if the dock shown below isn't already there,) if you press the Meta button on your right controller it will bring up the old menu dock - on there will be the button to add the desktop panel (it will show your desktop in your headset with a pin and keyboard button in the bottom right).

    This is all from memory - it's been a while!
