I cant even start tutorial.

I got a new meta quest 3s and have a good cable linked up with 10gbps, I cant get steam vr to start and and I cant even start the tutorial in the app library. It says theres more set up to do, but Ive done everything I thought I need to. everything is running super smooth, I just cant start any program whatsoever. I have things to play so I dont wanna use the store. 

I just wanna play a game and its been hours dealing with this? did I make a mistake buying this headset?
