This looks to be an issue on Meta Side.

"Disable your PC's internet connection before launching Link. It should start fine and then you can reenable your connection."

his was the ONLY fix!

I’m seriously pissed that even with an expensive official Link cable, the connection is still unstable. I wasted so much time trying to get the Link app to work—factory-resetting the Quest, even formatting my PC.

Having to turn off the PC’s internet just to make the Link app connect is absolutely insane. I never would’ve imagined that as a solution.

Huge thanks to the person who figured this out—but honestly, I’m really angry at Meta.

Though yes, i can get the link to work, use desktop. But when i start STEAMVR it doesnt work, same with MSFS2024, when i hit the go to VR key combo, it crashes. We need a real fix! Then please stop pushing the upgrades meta

CV1, fixed the current "your hardware is messed up" error in horizon link. will firewall off oculus services... for good. looks like thats the only way to go now

SOLUTION: Just add a new rule to Windows Firewall to block outbound connections from OculusDash.exe, and then you won't need to disconnect the internet.

A better way was found without having to disable your internet for the connection via setting an outbound rule on your firewall
