Simulate touch controllers?

Is there a good way to simulate the touch controllers without owning them so we can have our apps touch controller ready?

No, I don't believe that is a feature.

I'm currently using the Razer Hydra as a substitute.

Which brings me to my question: How could I apply for a Touch Development Kit...?
