Blocked creating Meta for Developers account — SMS verified but email confirmation fails

Hi, I'm trying to create a Meta for Developers account to integrate the WhatsApp Business Platform (Cloud API) for my company's app.

Sequence of events:

1. Completed registration and phone number verification via SMS — succeeded.

2. On the "Contact info" step, clicking "Confirm email" returns a generic error: "An unexpected error occurred. Please try again later."

3. Retried multiple times over a few days, including in incognito/private browsing — same error every time.

4. After these retries, SMS verification codes stopped arriving entirely, even for a fresh attempt.

I have not tried changing the email address, since I understand repeated changes can trigger additional account flags.

Account is tied to my personal Facebook account (used consistently, same device/network). This is blocking a planned production migration for a business WhatsApp integration.

Has anyone experienced this, or can a Meta team member take a look? Happy to provide the account email via DM if needed.
