Developer registration blocked by unusual device security restriction

Hello Meta Team,
I am unable to complete Meta for Developers registration because I keep receiving this security message:
“You can’t make this change right now. We noticed you’re using a device you don’t usually use.”
My Facebook account is active and has no violations. I already reviewed my active sessions, confirmed that the suspicious login was mine, completed the security check, and tried from both my regular computer and mobile phone.
I also tried different browsers and InPrivate mode, but the Developer registration is still blocked.
The Meta Business Support page also often becomes completely blank after I sign in, so I cannot reach normal support.
Please manually review my account and remove the security restriction that is preventing me from registering for Meta for Developers.
I need Developer access to create a Meta App and connect my Instagram business account through the official API.
