Developer registration stuck in a loop — "About you" step re-sends the email code every time

Hello,

I am unable to complete Meta for Developers account registration. The registration flow never finalizes and keeps looping back to the beginning.

Steps to reproduce:

Step one. Open developers.facebook.com/apps and sign in with my Facebook account. This succeeds.

Step two. Enter the confirmation code sent to my email. It is accepted.

Step three. Land on the "About you" page and select my role.

Step four. Submit the form.

Expected result: registration completes and the App Dashboard opens.

Actual result: the page reloads, registration is not completed, and a new confirmation code is sent to my email again. Repeating the steps produces the same result every time.

I have repeated the whole flow several times over the last days with no change in behaviour.

Environment. Country: Kazakhstan. Operating system: Windows 11. Browser: Chrome on desktop.

Several other developers have reported the same behaviour in this forum within the last week, so this does not look account-specific.

Could you please check the backend status of my developer registration and escalate it so the account can be created or unblocked manually? I need the developer account in order to create a Threads API app.
