Has the behavior of OpenXR changed in the latest Meta Horizon Link?

I had been successfully using a background program that utilized the OpenXR `XR_FB_face_tracking2` extension to convert and transmit face tracking data to other game formats, but the program stopped working after the latest Meta Horizon Link update. Previously, background applications could access face tracking data; has the specification changed so that only foreground applications can receive this data following the latest Horizon Link update? Or is this an unintended change?
