Infinite registration loop on Meta for Developers — cannot complete registration

I'm unable to complete my developer registration on developers.facebook.com. Here's what happens:

1. I click "Get Started"
2. I accept the terms
3. I receive and enter the email verification code — it's accepted
4. I select my role (tried both "Developer" and "Other")
5. The flow loops back to step 3 instead of completing registration

What I've tried:

- Chrome and Firefox on Linux

- Chrome on Android with 4G (different device and network)

- Incognito/private mode with all cookies allowed

- Different login methods (phone number, email)

- "Update email address" option on the verification page

- Contacted Meta Business Support — they redirected me to Help Center without resolving the issue

My account details:

- Business Portfolio ID: 1026950020014681

- Active Facebook Page, two linked Instagram Business accounts, active ad account

- The issue has persisted for 3+ days

Has anyone found a working solution? This appears to be a known platform bug.
