Meta for Developers registration loops back to email verification after successful code

I cannot complete Meta for Developers registration.

The email verification code is accepted. I complete the Contact Info step, select my role on the About You step, and click Complete Registration. Then the flow returns to Contact Info and asks for the email code again.

This has continued for more than 48 hours. I tested the same account on a normal browser and familiar device. The page sometimes shows a message about using an unfamiliar device.

Flow:

Register → Verify account → Contact info → About you → Complete Registration → Contact info again.

Country: Ukraine.

Please check whether there is an account-side registration block or a backend issue with the developer registration wizard.
