SMS verification code never arrives - cannot register Meta for Developers account

Hello,

I'm trying to register a Meta for Developers account to build an Instagram API app for my own Instagram account. At the "Verify your account" step the SMS code never arrives.

I tried two different US phone numbers and requested the code many times over several days. No SMS arrives on either number, although other services deliver SMS to them fine.

WhatsApp verification codes from Meta DO arrive on the same numbers (I used one to add the phone in Accounts Center), but developer registration only offers SMS.

Could Meta staff please verify my account manually, or enable another verification method (WhatsApp, email or credit card)? Has anyone found a working solution?

Thank you.
