WhatsApp Cloud API Test WABA Banned Before First Message – Error 141014 – Unable to Appeal

Hello Meta Developer Community,

I'm experiencing an unusual issue with the WhatsApp Cloud API, and I'm looking for assistance from Meta engineers or developers who have encountered something similar.

The WhatsApp Business Account provided for API testing was banned immediately after creation, before sending a single message.

Environment

  • Business: 2CTECH

  • Business Portfolio ID: 742332927980181

  • Meta App: 2C Hub

  • App ID: 3409827509165890

  • Test WABA ID: 1622842536548789

  • Test Phone Number ID: 1428226827031941

  • Graph API version: v26.0

What happened

  1. I configured the official WhatsApp Cloud API integration.

  2. Meta automatically provided a test WABA and test phone number.

  3. Before I could send my first test message, the WABA was already banned.

  4. The standard hello_world template was approved, but the test number could not be used.

  5. Account Quality showed the account as permanently disabled.

  6. The Request Review button was unavailable.

No messages were sent before the restriction occurred.

Graph API diagnostics

I queried:

GET /1622842536548789?fields=id,name,status,account_review_status,health_status

The API returned:

  • status: ACTIVE

  • account_review_status: REJECTED

  • health_status.can_send_message: BLOCKED

The WABA has two reported errors:

Error 141014

  • Description: The WABA is banned.

  • Suggested solution: Visit Business Support Home to appeal.

Error 141006

  • Description: There is an error with the payment method.

  • Suggested solution: Add a payment method.

The health status also reports:

  • BUSINESS: AVAILABLE

  • APP: AVAILABLE

  • WABA: BLOCKED

The test number is returned by the phone_numbers endpoint with code_verification_status: VERIFIED.

Appeal process is blocked

I have already attempted the following:

  • Meta Business Account Quality

  • Meta Direct Support

  • Meta Developer Support

  • Meta AI Developer Assistant

  • WhatsApp Business Account appeal forms

Unfortunately, none of these channels allowed me to submit an appeal.

The standard appeal form requires a valid commercial phone number, but the only number associated with this WABA is the Meta-provided test number, which the form rejects.

The Developer Support and Business Support assistants repeatedly redirect me to each other.

What I need help with

I only need to restore the official test WABA so I can develop and test my WhatsApp Cloud API integration.

My questions are:

  1. Why would a Meta-provided test WABA be banned before any messages were sent?

  2. Can a test WABA be affected by an integrity restriction even when the associated Business and App health statuses are AVAILABLE?

  3. Does account_review_status: REJECTED indicate that an automated review has already taken place?

  4. Is there an official alternative appeal mechanism for a banned test WABA without a registered commercial number?

  5. Can the Meta WhatsApp Business Platform team investigate error 141014 for this WABA?

I am not looking for ways to bypass Meta's enforcement systems. I want to understand the restriction and follow the correct process to restore legitimate API testing access.

Any technical guidance or assistance from the Meta team would be greatly appreciated.

Thank you.
