USB debugging in os. V2. 5

Unable to allow USB debugging in the version 2.5

I get the pop up screen but can't click on the buttons with either controller or hand movements when I first turn on

Hit the power button to clear to get to the loft

Any ideas how to allow USB debugging now to enable installing apk from unknown sources...?
