Can't install Link app + other problems

I've been having lots of trouble with my link app. For starters my skreen has been blacking out/ freezing to only what I was last looking at when im playing. So I deciced to do a repare of the app, it got not even a quarter through downloading when it froze and gave me an errer screen prompting me to restart my computer. I redownloaded and restarted my computer several times and it gave me the same promt every time. 

things I've tried:

• Deleaded any local app data relating to my oculus quest link or oculus in general
• Ending any tasks related to the quest link or oculus
• Temporarally disabling any anti-virus/ firewalls that might be in the way of allowing me to install it
• Clearing any local proxy and security connection berriers
• Clearing up space on my computer/ deleating any unused files and apps
• and running the installer as administration

 Im not sure what else to do, so if anyone has sugesstions or solutions  PLEASE reach out.
