I have this bug when I attempt to get android developer options

So recently I've been try to get android developer options on my quest 2 to add a mod to bonelab.

And whenever I try to (by pressing my build number 7 times) it always makes me enter a code in this 3x3 grid. I never made a code. I think this is a rare ui glitch as I haven't seen anyone else with it. If u can help me please do as it has been frustrating.
