meta account cannot login , the sms two-factor method have problem?

my main meta account cannot login.
(this is new account , connet my main facebook account ,and main meta account is too)

i have account email and password , and two-factor method's phone number still in control
but i cannot receive sms's two-factor method code! (i change my phone and contect telecom , but no problem)

i check my phone number in quest 3 , is correct
and i have recover code , but i test all code and system say error (use forgot password change password will change it ?)

Is anyone else like this?

and my main account's facebook have a message ,say this facebook account ready to change to meta account in few feture

is this the problem's core


about meta account : my main facebook account and main meta account is using same login e-mail .  (Does this mean they're linked to the same account?）
but i using this new account (linked to the main facebook account)  control panel , it show my main facebook account , my only one whatsapp account , this new meta account , but haven't show my main meta account. 
Why?
