You're in an unsupported country so Meta will do nothing. You could check if there are any local 3rd VR repair companies in your country. If you feel you can fix it yourself you might find replacement lenses online with Ali Express or eBay for example. You might even find someone selling a broken one that can be used for parts. 

One thing that might fix it if the scratches are very light, is a product called polywatch which is used to remove light scratches from acrylic watch crystals. You might find it in a watch repair shop or online over there. But as I said the scratches should not be too deep. Good luck.
