My paring code won’t work

I’m trying to set up my meta 3s and the code it gives me doesn’t work the app says it can’t find the headset. Iv tried factory resetting the headset and deleting and reinstalling the app idk what else to do to get this thing set up

    ....... the app says it can’t find the headset.

    Make sure the Quest and the phone using the same wifi network.

    Make sure you have enabled bluetooth, location and nearby devices in your phone settings, restart your phone and try again.

    If it still doesn't work, maybe try to pair the Quest using your phone hotspot.
