Quest 2 not Connecting

I am unable to connect my Quest 2 with Horizon Link.

Everything else on the system is setup correctly but when I try to connect with Meta Horizon  Link as Administrator it gets to very nearly the end of the Setting Up Meta Horizon  Link install and then fails with an error message that "Sorry we encountered an error during installation. Please restart your computer and try running Link setup again"

I have tried this at least three times including removing all previous software according to information I gathered from YouTube videos on the subject.

According to the YouTube videos, there is a simple solution, but so far, I haven't found it.

    Disabale your firewall and antivius for the download/installtion of the Horizon link app.

    Disable VPN if you use it.

    If you have a second monitor disconnect it as well.
