Make sure bluetooth, wifi and nearby devices is turnend on your phone and you are using the same 2,4 GHZ or 5 GHZ network on phone and headset.

Look in your phone settings for apps, find Meta Horizon and give permisson for nearby devices and location.

A few days ago, a user reported pairing the Quest finally worked after restarting the phone.

You can also try, if using your phone as a hotspot instead of wifi works.
