Oculus Debug Tool can't connect to service / HMD

When I try to run the Oculus Debug Tool, I just get an error message that says:
Unable to connect to service, or an HMD isn't connected.

What am I doing wrong?  An HMD (CV1) is connected, and Home is running.

Well, I'm Happy it's not just me and Upset that Oversampling feature wasn't just implemented into Basic Home in the first place. I spent a Lot on VR. Not just the HMD & Touch, but Also to upgrade my computer to make it not only Minimum ready, but Future Proof Ready to get the MOST out of it including every hack and backdoor to enhance the experience. Supersampling options seem like a no brainer these days. Whole Tax Return = Invested in VR. Please Oculus, Fix THIS!
