Oculus Debug Tool can't connect to service / HMD

When I try to run the Oculus Debug Tool, I just get an error message that says:
Unable to connect to service, or an HMD isn't connected.

What am I doing wrong?  An HMD (CV1) is connected, and Home is running.

I was having the same issue when I was logged in under my non-admin account, even though I still ran everything as admin. Once I actually switched over to my admin account, it started working properly..

I had the same error message.  I had to run the tool from this path: Program Files/Oculus/Support/Oculus-Diagnotics, then open Oculus Debug Tool.

Yes, go there and as long as oculus runtime services are running (check with windows task manager, services tab) you can also right click on this and create a shortcut on your desktop.  That's what I do because it makes it easier to call up.

If you cannot callup ODT then maybe try downloading the Oculus desktop app from the meta support website and run a Repair.
