If anyone else come to this post, I had the same exact issue, tried everything until I found a reddit thread where meta support referred to auth.meta.com -> Other settings -> Payment Method. Here I could add a payment method without issue. Give it a try if you haven't.

Hey there jemma_hancock. We hate to see that you're having issues adding a payment method. We'd love to help you get this sorted out. Hopefully, the following information will help you get yourself back to being able to purchase whatever your heart desires. 

Make sure your payment method is supported:

  • We accept:
    • Visa
    • American Express (AMEX)
    • Mastercard
    • PayPal
  • Here are the requirements:
    • The card must be associated with a billing address
    • The card must be able to have funds added/reloaded to it.
    • E-cards and virtual Mastercards should work, but most Gift cards do not have this option
    • There cannot be purchasing restrictions placed on the card
    • The network cannot have any purchase restrictions to prevent online payment
  • We also have some troubleshooting steps you can try as well, let us know if these help:
    • Check to see if your financial institution placed any restrictions
    • Try another network connection type or location
    • Restart the device or try another device
    • Try another payment method.
    • Try another web browser
    • Try purchasing with the mobile app

Still the support only provides bogus here - for over two years in a row.

Meta won't accept any of the listed payment methods or credit cards unless they meet Meta's insane requirements.
You have to have a Meta supported credit card linked to your (Paypal) account to make purchases for apps and such.
You can't use any NON US based credit cards unless they meet Meta's requirements.
The cheap Visas card that doubles as your Eftpos card from your bank will be declined.
That debit card from your bank allowing you to use your money over the entire world will be declined as well.
Even if you upload a copy from Paypal showing your account IS fully verified Meta won't allow you to use it.
Only once you became their full slave, gave up all your privacy and gave Meta control over your payment methods you can USE the games and apps you paid for.
You still won't actually own any, same for your headset.
Your money only gives you usage rights linked to your account.

For two years the Meta support fools users and provides the same NOT working solutions here they quickly marks as a solution - while knowing it is not.
Did you know Meta teamed up with Google?
Or that they link ALL you accounts together to provide a better user experience and better ad experience ?
And you are already forced to agree to this nonsense when buying a new headset....


The only option to fix this is to go without Meta and to use some other VR headset, preferably one where the company actually has a working support....

    Yes, Yes, I do need help with this. I have been unable to purchase anything in over a week, including a quest 3 headset I was trying to purchase.

    Dear MetaQuestSupport,

    I have exactly the same problem. Visa Card wont be added. Paypal says Authorization successfull but no payment was added bei Meta/Oculus.

    I tried Meta Gift Cards from Amazon (were sended in two minutes to email). With them I was able to buy games. Hope this helps somebody.

      Man I got excited when I was trying this.  Good idea.  Unfortunately it did not work.  I was able to redeem the gift code and the option to use the gift amount was there as the payment method when I checked out.  Still the same error "we noticed unusual activity....."

        Awwww snap.  So after trying to use the gift card from Amazon it didnt work.  I still had my bank card saved as a payment method though.  I then removed that payment so that the only source of funds was the gift card balance and it worked.  Thanks DocBriggs !

          For the past couple weeks, when trying to complete any app purchase I’ve been getting an error “Request not completed.  

          We noticed something unusual and, for your security, this request couldn't be completed. Please try again later, or visit our Help Center.“

          I get this error for multiple payment methods, including PayPal and credit cards, that were previously working and get the error when trying to purchase  in the headset, in the app, or on the website  

          I tried adding a new credit card, but just get a generic error  

          I thought I might be able to work around the issue by adding a gift card to my account;  The gift card successfully added, and it shows $0.00 owed when trying to purchase, but then the purchase fails with the same error again   

          ‘I’ve tried messaging support through both chat and email for a couple weeks now.  I think the case should still be open, but it’s hard to get any response to messages, and there’s no hint yet what the issue would be or when it might get resolved  

           

          Anyone have any experience with an issue like this or any idea how to get a problem like this better escalated with support?

          I’ve been an avid user since the original Oculus Rift and have never encountered an issue like this, and it’s frustrating that it’s so hard to find the right person to help with this.

              Hi - I have same issue with a 3 headset - all payments declined so cant purchase any apps for it. Not getting any help from the Meta support team - did you manage to get this resolved and if so how?

              I'm happy to read you guys found a work-around for this over the weekend. I'll still let the engineers know about this issue, but the more replies we have answering my previous question, the more it helps them out!

                  I encountered exactly the same behavior someone above was describing:

                  I could not complete a purchase with either an already added PayPal or already added CC.

                  I added a gift card to test that out and got the same error, even though the gift card covered the entire purchase and the app said the gift card was being used and $0.00 was owed. 

                  Per the suggestion above, I now tried removing all other payment methods from the wallet, including PayPal’s and CC.  The only remaining payment method was the gift card.  This time, the purchase worked.

                  Now, if I try to add back any CC (including ones being used previously not being used previously), or my PayPal, I am still getting errors about being unable to add payment method.  But at least, there the above workaround to complete a purchase.

                  Also, I’ve been chatting and messaging support for the past couple weeks about this, and they had not provided any suggestions or feedback yet  

                  App Version: 233.5.1.1.0

                  (although I have been encountering this issue for the past couple weeks, whether trying to purchase in the headset, through the app, or on the website.)
