Critical Bug: Infinite Registration Loop and Verification Failure on Meta for Developers

SOLVED for me today, and I think the bug report is what did it. Posting the exact route because it is not linked anywhere obvious.

What I did:

1. Went to facebook.com/help and opened the Meta AI support assistant.

2. Described the registration loop and asked to have it escalated. The assistant replied that it cannot reset the registration state itself, but it produced a "Report bug" button. That button did nothing when I clicked it, so I asked the assistant for the direct link. It is https://www.facebook.com/help/bug_report

3. Filed the bug there with steps, expected result, actual result, both browsers I reproduced it in, and a pointer to this thread. Note: facebook.com/help/reportaproblem is a dead page, so do not waste time on it.

4. About fifteen to twenty minutes later I reloaded the registration dialog. The step "Verify account" was simply gone. Only three steps left, Register and Contact info green, About you open. I picked a role, pressed Complete registration, and it went through.

developers.facebook.com/apps now loads the normal "All apps" page with the "Create app" button instead of redirecting to the registration dialog.

Honest caveat: I cannot prove the report caused it. Meta may have fixed the outage for everyone at the same moment. But it was the only thing that changed on my side between a failed attempt at 10:20 and success at 10:40, and MojProdavac described the same sequence earlier in this thread. It costs nothing to try.

For anyone who gets through: read MojProdavac's other thread about adding testers before you celebrate. And do not create a second Facebook account for it, that got them banned.

Update from my side: I am through, and I want to leave the full sequence here in case it helps anyone still stuck.

What I did, in this order:

1. Opened facebook.com/help and used the chat with the Meta AI support assistant. It said it cannot reset a registration state itself, but it offers a "Report bug" button. Note that facebook.com/help/reportaproblem is a dead page, it is not the way in.

2. In that form I filed the whole thing: steps to reproduce, expected versus actual behaviour, two separate reproductions (Safari and a completely fresh Chrome profile), two different roles tried, the fact that every reload of the dialog resets the wizard progress, a link to this thread, and a request to reset my registration state. I deliberately did not attach the offered full activity and network logs.

3. There is no confirmation page. The dialog just closes and you are back in the feed. So you cannot tell from the outside whether it arrived.

4. About 15 minutes later the wizard looked different: the "Verify account" step was gone completely. Only three steps left, "Register" and "Contact info" green, "About you" open. I picked my role, submitted, and it went through.

5. developers.facebook.com/apps now loads the normal "All apps" page with the "Create app" button, instead of redirecting to /async/registration/dialog/. So the account really exists.

Being honest about what this proves: the bug report is the only thing I changed between a failed attempt at 10:20 and success at 10:40, and MojProdavac described the same sequence before me. That is a strong hint, not proof. Meta may have fixed the outage for everyone at the same time. If you file a report and nothing happens, that is consistent with what I saw too.

Two things that cost me a lot of time and might save you some:

- Every reload of the registration dialog resets your progress. Do not reload to "try again", go through in one single run.

- The SMS code does arrive, just unreliably. The code was never the real blocker for me. The wizard resetting on the final "About you" step was.

I’m experiencing the exact same issue. Email verification succeeds, but after completing the registration process, Meta sends me back to the verification step and the developer account is never created. I need a Meta Developer account to use the WhatsApp Cloud API. Please investigate/unblock my developer registration.

I finally got through the registration loop!

I was experiencing exactly the same issue:

Verify Account → Register and Contact Info completed → About You → Complete Registration → back to Verify Account.

After seeing the report here, I submitted a bug report to Facebook explaining the Meta for Developers registration loop.

Later, when I opened Meta for Developers again and clicked Get Started, something had changed: instead of asking me to verify my account again, it took me directly to About You, while Register and Contact Info were still marked as completed.

I selected Owner/Founder again and clicked Complete Registration.

This time it worked.

I was redirected to My Apps, and I can now see:

“None yet — To get started, create your first app.”

So my Meta for Developers account is finally registered.

I can’t confirm that submitting the bug report was definitely what fixed it, but the behavior changed after I reported the issue, very similar to what another user described here.

If you are still stuck in the loop, reporting the bug may be worth trying.

Found a way out and created an account.  I had a same issue few days ago. tried same step with registering different email adress again and again,,, didnt fix. waited couple of days dont fix.... got frustrated. made Complete new gmail adress, tried with...it worked!! maybe worth trying it.....? (thi is done in incognito mode or other wise it will take you to the exsisting meta account)

I am experiencing the exact same infinite registration loop and wanted to add my account details so this can be escalated for manual review.

Steps I have already completed:

- Email OTP received and verified successfully ✓

- "About you" step filled (selected Developer role) ✓

- Clicked "Complete Registration" ✓

- Result: Immediately bounced back to "Contact Info" email verification step — endless loop

Workarounds I have already tried with no success:

- Multiple browsers (Chrome, Firefox, mobile Safari)

- Mobile browser and desktop browser

- Incognito / private mode

- Clearing all cookies and cache

- 2FA via SMS already active on my account

- Waited 24+ hours between attempts

This is a pure backend issue. The email OTP works fine — the loop happens after "Complete Registration" is clicked. My Facebook account has no restrictions and no violations in my Support Inbox.

I’m experiencing the same Meta for Developers registration loop. Phone verification succeeds, Contact Info completes, About You completes, but clicking Complete Registration sends me back to Contact Info/verification. I cannot access Developer Support because I don’t have a developer account the account I’m trying to create is the account being blocked. This is preventing me from creating an app for an Instagram API integration. Please investigate/reset the developer registration state for my Facebook account.
